Abstract

The main aim of the research is to identify the characteristics of National Aspiring Schools as learning organizations and determine the relationship between these learning organizations with its organizational culture and leadership style. Specifically, the research was conducted to ascertain; (i) the relationship between transformational
leadership and the organizational culture and learning organization of National Aspiring Schools, (ii) the transformational leadership and the organizational culture
developed across gender, work experience and academic qualification of teachers, and (iii) the predictive relationship between organizational culture and learning organization with gender, work experience and academic qualification of teachers. A cross-sectional survey was conducted using three different questionnaires as
research instruments. These questionnaires were adapted from various sources. The questionnaire developed by Bass and Avolio (1990) was adapted to measure transformational leadership behavior, the Middle School Teacher Survey (MSTS)
questionnaire initially developed by Kline and Saunders (1993) and adapted by Coe (1997) was used to ascertain the educational setting of Aspiring Schools as learning
organizations. Organizational culture was determined using a questionnaire adapted from Wallach (1983) gauging two dimensions of culture namely innovative and supportive culture. The validity and reliability of the instruments used were relevantly addressed and systematically established. Research samples were from nine rural
primary schools. These schools were purposefully selected as they were awarded the title of Aspiring Schools of the Nation in the rural category. Two hundred and eleven
teachers were involved as respondents for the survey. Data collected were analyzed using inferential statistics involving t-test, ANOVA, Pearson correlation, multiple
regression and Structural Equation Modeling. Results of the statistical analyses reveal that there is a significant medium, positive relationship between transformational leadership and organizational culture and learning organization. Results also show that there is no significant difference of mean scores across gender, work experience and academic qualification with organizational
culture and learning organization. Nonetheless, there is a significant difference between teachers with less than five years of teaching experience and those teachers with more
than five years of teaching experience in relation to their thought system, competence, learning groups and learning organization. In addition, there is also a significant
difference in the innovative aspects and organizational culture as perceived by those with SPM and those with STPM academic qualification. Results also indicate that work
experience, intellectual stimulation and behaviour influence have a predictive relationship with organizational culture and learning organization. Nonetheless only 37% of the variance in learning organization scores index was accounted for by factors
in transformational leadership and organizational culture. The Goodness-of-Fit (GOF) x2 Structural Equation Modeling test results indicate insignificant overall fit of the
model and data from the samples selected.
