Abstract
The purpose of this study is to investigate the level of Quality Strategic Planning among education service officers in Perak, Darul Ridzuan. Quality strategic planning is one of the major elements contained in Total Quality Management (TQM) as stated in 'Pekeliling Kemajuan Pentadbiran Awam’ or PKPA. This study was based on the five major elements of TQM that were Internal Environmental Analysis, External Environmental Analysis, Vision and Mission of the Organisation, Policy and Quality Planning and lastly Evaluation and Feedback. The study focused on teachers and lecturers at the school level
and at the teachers training college. It also involved heads of unit, heads of department, senior assistants, vice principals and also the principals. The structure of this study consisted of a set of questionnaire with 29 items which was designed by the investigator. It consisted of 9 items on the respondent’s background and the other 20 items on the main idea of Quality Strategic Planning based on the 1 to 5 Likert Scale measurement. 18 grade A and B
schools in 9 districts and 3 teachers training coIleges in Perak were chosen for this study. 458 respondents had responded to the questionnaire and the data
gathered was tested using Reliability Test (Cronbach Alpha) for the pilot test, descriptive statistic, t-test and also the variance analysis (ANOVA). The level of
confidence was set at 95% (0.05). Research finding showed that the level of Strategic Quality Planning among education service officers in Perak was moderately high, mean average of 3.5 above. Vision and Mission of the
Organisation showed the highest mean of 3.97. T-test showed a significant mean difference between bachelor officers and married officers and also between officers who has attended TQM courses and those who have not
attended TQM courses. ANOVA test for mean of length of service, places of service and academic qualification did not show any significant difference with the five elements of Strategic Quality Planning. Anyhow, ANOVA test for mean
of age and post held showed a significant difference with the major elements of Strategic Quality Planning. At the end of the study, suggestions were put forward to improve the implementation of TQM in the education sector.
